In this work the artist draws on a famous anecdotal saying in Russian: there are only two eternal questions - who is to blame and what to do? 
The artist brought the hand drawn flag to the Palace of Justice in Brussels. She allowed the wind to do the choreography, to point out who is to blame? By using the unpredictable power of the wind she critically addresses and amplifies today's political practices of blaming certain social groups and segregating the public.
