When I passed by a federal parliament in Brussels I suddenly got an idea: Would be lovely to hang here a flag in the shape of a hand with an index finger pointing out. How funny it would look, moving with the wind, pointing randomly at everyone. And I would call it "Who is to blame?". The title refers to a novel by Alexander Herzen, as well as a timeless philosophical quest "who is to blame and what to do?" that became a kind of an anecdotal expression in Russian.
